This is a redesign of this guy made back in 2013. *shudder* 
I was mostly trying to figure out his strange coat  

The character is from a comic set in (a historically inaccurate) 1811.
He's a shady lieutenant in a small mercenary army, and a duelist of formidable skill. His favourite activities include riding, smoking, reading banned books, and making enemies of powerful men.
